I UNITED PRESS ASSOCIATION. I London. 21st April. It is believed that the majority in favour of tho Home Rule Bill on tho socond reading will bo 41. An all-njght sitting is probable, as many Conservatives have yet to speak. Tho Bill goes into committee on 4th jUny. Mr. Sexton urged tho retention of tho full strength of Irish members in the Houso of Commons for six years, and appoaled to the Premier to reconsider his financial proposals. Mr. Gladstone declined to state whether tho rotcntion of the Irish members at Westminster would be mado by the Government a vital point of tho Bill.
