New York, 31st December. Another accident is reported in connection with the thawing of dynamite. While miners at Stroudsberg, capital of Monroe, in Pennsylvania, were engaged in the operation the cartridges exploded, four persons being killed. There is a general impression that President Cleveland will not summon a special Congress until autumn. Mr. William E. Chandler, Chairman of the Senate's Immigration Committee, advocates the total suspension of immigration next year, and the adoption of Btringent rules in future. The New York Sun asserts that President Harrison has determined, as an outgoing blow, to abolish the privilege of the Canadian railways' transport of marohaadise in bond through tho United States free of duty.
