THE LABOUR AGITATION.
[united press association. ] London, 18th Augnst. The Trades and Labour Council adopted a report by the committee on tho Labour Bills. The Conciliation Bill, it is declared, is too cumbersome and intricate, and would bo inoperative in providing for employes that which it purports to provide. What is wanted is a concise Act providing for a Board of Conciliation and Arbitration, with a clause making it imperative upon any individual employer of a registered body of employe's to submit the matters of dispute to arbitration. When conciliatory measures have failed iv all cases of dispute, the work to be continued, and both parties subjoct to any decision given by the Board from the date of notice of the dispute. In the Shop Hours Bill it is suggested that females in shops should not work longer hours than in factories, and that the compulsory half-holi-day should be the same for all trades. The clause in the Civil Service Bill, providing for one month's salary for every year of service, and for six or twelve months' leave of absence, is termed unnecessary taxation, and a system of pension, with which the Council thoroughly disagree. Auckland, 18th August. At the conference between the Tailorosses' Union and the manufacturers, it was agreed that apprentices should be regarded as efficients, and receive log rates, aftor cortaiu period b arranged for. The different classes of garments and the proportion of apprentices to journeywomen were left in abeyance. The preliminaries wore discussed of tho shirt log, and the meeting' adjourned for a weqk, when the logs will come under roviow again. The matter of sweating came up, and it was considered desirable that when the matters at issue are satisfactorily adjusted tho Union and employers should combine to stamp out suoh practices, or their equivalent, in order to protect employers who desire to pay fair wages.
