OLIVER did not think that th".- was uny political significance in conii"otion with tho motion, but thought that the Council was quite right in enquiring into tho finances of tho country. The Hon. Dr. GRACE thought tho colony had for a long timo past hocii in a fool's Paradise. Ho should support tho motion, as he believed tho people should know thoroughly the financial position. Several members, while supporting the motion, emphasised |the fact that thoy did not wish to embarrass the Government, and saw no reason for conflict with tho other Chambor. Ultimately tho motion was carried by 17 to 7. Ayes (17) — Mossrs. Barnicoat, Bonar, Grace, Holmes, Johnston, Mantell, M'Loan, Oliver, Ormond, Pharazyn, Pollon, Stevens, Swanson, Taiaroa, Walkor, Williams, Wahawah«,. Noes (7)— Messrs. Baillic, Buckley, Dinnan, Konny, Morris, Scotland, Shrimski. LAND TRANSFER ACT AMENDMENT BILL. Tho COLONIAL SECRETARY, in moving tho second reading of this Bill, said it was virtually a departmental moasure, and if passed would, lie hoped, prove economical to the public. Registrars must bo barristors or solicitors, and thoreforo he thought tho public would bo butter sorved than thoy were under tho present Act. Clause 14 gave a registered proprietor _ power to bring an action for trespass either beforo a District Judge or a Resident Magistrato up to the value of .£IOO, instead of compelling him to bring tho matter before tho Supremo Court. The socond reading was agreed to aftor somo dobatc, and tho Bill was roforred to tho Statutes Revision Committee At 5 minutes past 4 the Council adjourned.
