LAND BOARD.

The monthly meeting of the Land Board was held yesterday, and was attended by Messrs. J. H. Baker, Commissioner (in tho chair), W. A. Fitzherbert, W. W. M'Cardle, and A. W. Hogg, M.H.R. An apology was roceived for tho absenco, through illness, of Mr. D. H. Macarthur, M.H.R. The following applications to obtain titles were approved :— Soctions 04 and 88, Hunterville Village Settlement, J. Harrison ; section 40, Levin Villuge Settlement, J. H. Homer; Bcctions 'J and 7, block 7, Mangaono, E. L. Vinco; section 2, block 10, Tararua, J. Farrow ; section 6, block 4, Belmont, W. Cook; section 132, Hunterville Villago •Settlement, A. Campbell. The following applications to obtain titles were not approved, as the conditions of the Act had not bconcompliedwith:— Lot3,Alfredton Village Settlement, J. A. Smith ; section 23, block 10, Magahao, W. P. Hartntono ; section 30, block 6, Mangaone, N. Nicksen. With reference to the application of Mr. Hartstone, a letter was read from Mr. Haggen, of Woodville, stating that the improvements wore done and it was resolved to refer the statement to the Ranger for a report. The Board decided that the question of issuing the title should bo dealt with at next meeting. The following applications to capitalise the unpaid instalments were approved :—: — Section 1276, 1281, &c, Bnnnythorpe Villago Settlement, B. Serro ; section 80, block 14, 1 Apiti, W. Atkins ; section 11, block 9, Wairoa, W. M. Beaumont; section 126 and 129, block 1, Mangaone, H. E. Mowbray ; sections 123, 124 and 125, block 1, W. A. Mowbray ; section 38, block 9, W. Preston ; seotion 114, block 14, W. M'Gonddy ; section 26, block 3. Mangahao, Miller and O'Neill ; seotion 36, block 3, J. Elliott; section 2, blook 7, T. Ayrton ; seotion 43, block 10. H. Macey; seotion 3, blook 10, F. C. Smith; section 44, block 10, M. A. Baron ; sections 81 and 82, block 14, F. King; section 132, blook 3, J. Kelso ; seotion 54, block 10, H. R. Wilton. An application from J. Corkhill to be allowed to capitalise on section 112, block 0, Mangahao, was approved, provided the Commissioner is satisfied the Act has been compliod with. The Surveyor-General wrote stating that the Minister of Lands was of opinion that deferred payment selectors who desired to complete their payments should make their applications to capitalise at their own instance, without the benefit of capitalisation being ' pointed out to them. T. Miller obtained permission to convert section 3, block 4, Makuri, from the perpetual louse system to the deferred payment system. Tho following applications to obtain transfers were approved :— Seotion 91, block 8, Mangahao, M. J. M'Calmont to A. Dawson and E. Selby ; section 19, block 10. Apiti, C. Miller to B. A. and H. H. Miller; section 13>, &0., Hunterville, J. Canduth to R. C. Gordon. The following applications for transfers were not complied with, as the conditions of tho Act were not complied with :— Seotions, blook 1, Aohanga, J. 0. Eastwood ; seotions 22 and 48, blook 13, Apiti, C. E. Waldegrave ; seotion 4, block 13, Makuri, F. G. Moore ; seotion 36, blook 13, Apiti, J. Jones; seotions 28 and 28a, Mangaono and Mangahao, J. Blewett and J. Stone. The Ranger reported that Dr. J. D. Tripe had effeoted sufficient improvements to enable him to transfer section 43, block 7, Apiti. F. W. Cronoher gave his roasons for applying to transfer section 37, block 14, Mangaone, to P. Nelson. Tho Board resolved that the explanation was not satisfactory, and that the transfer could not bo allowed until some improvements had been effected. ' L. M. Grace, as attorney for C. W. Grace, was allowed to transfer the leaso of tho Taliarua South Blook to W. H. Smith. Tho Board deferred consideration, in order to obtain a report from the Ranger, of E. A, Campbell's application to be allowed to transfer 600 acres of his small run, No. 27, Waipakura, to A. J. Bortio. Tho Board agreed to allow C. Burton to take J. H. Price into partnership in section 172, block 13, Mnngaone. Miss M. E. Hughoy applied for permission to transfer seotion 21, block 14, Pohangina, to her father, D. Hughoy, instead of to Messrs. Costall and Port, as previously approved of by tho Board. It was decided that under clause 117 of the Land Act of 1885 the Board could not grant the application. An application from E. C. Wilson to be exempted from residence on sections 4 and 6, blocks 11 and 10, Makuri, until March, 1892, was I approvod. Tho Mauriceville Road Board forwarded plans and proposals for expending accrued thirds from sections in their distriot. The Board approved in those cases where seotions are benefitted. It was resolved to offer section 52, block 11, Apiti, for leaso at auction under the Public Reserves Act, 1881, for a term of 10 years, at an upset rontal of Is 6d per acre, reserving the right to resume the whole or any part of the seotion required at any time for road or other publio purposes. The selector of seotions 6 and 7, blook 8, Wainuioru, forwarded a doctor's certificate that he was unfit for work, and it was resolved to accept the surrender. The Commissioner informed the Board that the boundaries of sootion 11, blook 3, Makuri, had been amended. The selector of section 31, blook 11, Mangaone, explained the reason of his being so far in arrear with his payments, but was told that he must take steps to overtake the arrears by the new year, and either resido on the land or do donble Improvements. Tho Commissioner laid on the table a schedule of selectors in arroar with their improvements, and it was resolved that all those who had not paid before the next meeting, on the 17th prox,, would be sued for the amount in arrear. It was also resolved to take action against selectors who are in arrear with their improvements. The selectors of sootion 1, blook 1, Nukumaru, and seotion 39, blook 5, Mangaone, | were asked to furnish explanations as to why they had not carried out the required improvements, and the selectors of sections 1 19 and 26, block 4, Ongo, wero asked to supply corroboration of their reasons for not having done certain improvements. Mr. Geo, Hutchison, M.H.R., waited on tho Board, and explained that one of tho Miss Verdons was ill, and it was therefore resolved to postpone the enquiry as to tho reason why the law had not been oomplied with in respeot of tho section held by them until the 17th of Pocojnbor, to which date the Board adjourned.
