♦ ME. STEVENSON STIES UP THE AUTHORITIES. I UNITED PBEBB ASSOCIATION. | (Received November 2i, 10.30 a.m.) Berlin, 23rd November. Baron Pilsack, President of the Municipal Counoil at Apia, one of the Samoan officials denounced by Mr. Stevonson in a letter to the Times, has resigned, but the German Government will not accept his resignation. They are now parleying with the othor Powers interested to urgo his retention.
