Govormnent vessels are joining the Junta. San Lnis soldiers are patrolling the streets. The Governor's residence has been converted into a military depfit. The Groat Powers do not regard Gonoral Fonseca as Dictator. (Receivod November 23, 11 a.m.) Rio Janeiro, 21st November. The entrance to Rio Grande is guarded by torpedoes, but foreign warships and merchant vessels are permitted to pass. The insurgents on being askod what were their grievances replied that thoy wanted General Fonseca to rosign and rospect the Constitution. The squadron on tho Upper Uruguay, which was reported to be faithful to General Fonsqoa, has revolted. General Fonseca has made overtures to English firms for munitions of war. It is reported he has begged for poaco with the insurgonts and offered thorn looal government. There aro now 30,000 armed men in Bio Grande. The British warship Cleopatra has boon despatched to watch British interests.
