Replying to a question as to whether or not ho would communicate with tho Now Zealand Government with tho view to effeoting a reduction in cable rates, Sir Henry Parkes said no reduction could bo looked for unless the colonies agreed to renew the subsidy, which New Zealand in 1886 refused to do. Melbourne, This Dat. Dangerous feelings prevail in Pentridge Prison owing to the institution of the separate cell treatment. Some of the prisoners were discovered utilising go.s^iping as a means of communication, and were overheard hatching a plot to murder the warder. In consequence of this discovery precautions have been taken by tho gaol officials.
