THE NEW ELECTORATES

The new plan of the Parliamentary constituencies proposed by the Representation Commissioners involves a number of alterations in the names given to seats, as well as tho general ro-arrangement of the boundaries. Newton disappears as a separate constituency, being absorbed in Anokland City. Waipa is a new seat, comprising the Counties of Waipa, West Taupo, East Taupo, and Piako, parts of Raglan and Kawhia Counties, with the Borough of Hamilton and the Town Districts of Te Awamutu, Kihikihi, Ngaruawahia, and Te Aroha. Bay of Plenty replaces Te Aroha, and comprises the Counties of Ohinemnri, Tauranga, Whakatano, and Rotorua, and part of Thames, including tho Borough of Tauranga and the Opotiki Town District. Waimea-Picton is altered to Waimca-Sonnds, and takes in tho Sounds County and tho greater part of Waimea County. Otaki is to be the namo of tho principal seat in the Manawatu district, a definition of which appears below. Hutt is thrown into the new seat for the Suburbs of Wellington. In the Canterbury Provincial District tho names of Akaroa, Geraldine, Heathc'otc, Ashburton, Waimate, and Halswell disappear, and those of Riccarton, Rakaia, Rangitata, and Lyttelton como up anew. Timaru and Wairarapa are the only districts in the colony which receive no alteration of boundary. Dunodin Suburbs, Peninsula, Mount Ida, Port Chalmers — none of these will be the distinguishing names of lion, mombors in tho next Parliament, but in their stead thero will be members answering to the now styles of Dnnedin North, Waikouaiti, Waihemo, Caversham, and Pareora. Wellington City is the only amalgamated constituency which becomes entitled to its three members without taking in some rural population outside the municipal boundaries, its 31,690 inhabitants bringing it just oyer the number required to qualify for three members. Auckland, with a population of 31.052, has to receive 362 of outside people ; Christchurch, with 31,150, foils short 6f the quota by 304 ; and Dunedin, having 30,00-1 inhabitants takc3 in 1153 from the outskirts. Tho Commissioners' definitions of the boundaries of the Wellington constituencies nre as follows :—: — Wellington Suburbs comprise tho KaroriMakara Road District, the Seatoun Road District, the Porirua Riding of Hutt County ; and that part of Epuni Riding of Hutt County) whioh lies south-west of the road commencing at the northern boundary of Section 436, Hutt District, and proceeding southerly, passing Sections 436, 433, 434, to and along the valley of tho western Hutt, and terminating at the boundary of the Borough of_ Lower Hutt below Bolmont; together with the Boroughs of Molrose, Onslow, Karori, Lower Hutt, and Petone. Johnsonvillo Town District is in this electorate, and the islands of Mane, and Somes. City of Wellington comprises tho City of Wellington. Wairarapa. — This district ia unaltered. Rangitikei comprises the wjiole of Rangitikoi County) excepting the Ridings of Wangoehu and Makohau, and that part of Okakapu Riding lying to tho west of the road which forms the western boundaries of Sections 24, 29, and 31, Block 11., Rangitoto Survey District; together with the Riding of Waituna, of Oroua County ; and that portion of Kiwitea Riding of Oroua County situated to the west of the Oroua River. This district includes also tho Boroughs of Marton and Foilding ; tho Town Districts of Halcombe and Bulls arc also within its boundaries. Palmerston comprises tho Ridings of Taonui, Ashurst, and Fitzherbert, of Oroua County ; and that portion of Kiwitea Riding, of the same county, which lies east of the Orona River; together with that part of Mount Stewart Riding, of Manawatu County, situated east of the road leading from Halcombe to Palmarston via Sections 93, 94, and 77, Blqok XIII., Orona Survey District. This district includes also the Borough of Pahnerston. Otaki comprises Horowhenua County ; the whole of Manawatu County, excepting the portion of Mount Stewart Riding which lies east of the road from Halcombe to Palmerston by way of Sections 93,94, and 77, Block XHI., Oroua Survey District; together with the Ridingß of Mungaroa, Wainuiomata, and Horokiwi, of Hutt County ; and that portion of Epuni Riding situated to tho north-east of the road leading northwards from tho Borough of Lower Hutt, past Bolmont and up tho valley of the Hutt, through Sections 51, 425, 203, 428, 431, 336, 435, 434, and 433, to Section 436, and vid the last-mentioned section to Horokiwi Riding. This district comprises also tho Borough of Foxton and Kapiti Island. . Waipawa comprises the whole of theJWaipawa County, excepting the Road Districts of Waipawa and North Ruataniwha, the Waipawa Town District, and that portion of Ruataniwha Riding situated north of the Mangateiwai or Avoca River ; together with the wholo of Patangata County, excepting ! the Ridings of Patangata and Oero. There are also included in this electorate tho Makuri Riding of Pahiatua County; and another portion of Pahiatua County, which is bounded on the east by the Mangaramarama Creek and the rood of the same name, and by the eastern boundaries of the Wellington Corporation Endowment, on the south by lines so as to exclude Pahiatua Town District and the Woodville-Mangatai-noko Special Settlement, by tho Mangahao River and the Tararua Road (known as the road to Palmerston), and on the west by the Tararua Range ; also that portion of Akiteo Riding of Wairarapa North County which extends northwards from the Aohangi River to the county boundary. The Borough of Woodville and the Town Districts of Ormondville and Danevirke are within this electoral district. Masterton comprises tho wholo of Pahiatua County, excepting Makuri Siding and an area situated north of a line extending along the Tararua Road (known as tho road to Palmerston), along tho northern bounda,ry of tho Woodvillo - Maugatainoko Special Settlement, and tho northern boundary of Pahiatua Town District, and across the country to the Tiraumea River .near Ngaturi Township, together with the whole of Wairarapa North County, excepting the Wainuioru Riding, and that part of Akiteo Riding stretching northward from the Aohanga River to the county boundary, as well as that portion of the Masterton Riding in the existing electoral district. Masterton Borough forms part of this electorate, as also does Pahiatua Town District. The sonthern boundary of this district, extending from the East Coast to tho Tararua Range, is unaltered. Objections to the proposed alterations must bo lodged at the office of the Commissioners np to and including the 16th of November. Maps of the new districts will be furnished to each local body in the colony, and may bo Been at tho Chief Surveyors' offices.
