TO THE EDITOR: Site— l cannot imagine how it is that yon have comb to the conclusion which you appear to have come to with regard to my negotiations with the City Counoil. The attitude which I have taken up (and I am sure that the Council and their officers will confirm what I say) is exactly the opposite of that which you state it to be in your leading article of this evening. I have always contended that there is a contract with your Corporation, and that even if there be none, I am in a position at any moment to convert the present position of affairs into a contraot by simply signing another deed. But, sir, I hold that there is a contract already, and the suggestion that possibly there may be none, rather than the serious contention that there is none, has come from the side of the Corporation, not from me, and it is not I who have used the suggestion as a "lever." If such a hint has been used as a "lever" at all, it has been against, not by me. I am bound to say, however, that I don't think anybody pays, or desires to pay, very much attention to it. I exceedingly regret that you, sir, should have misunderstood me for a moment. I remember, with gratitude, the sympathy which your independence extended to my company when I was not here to look after its interests ; and your opinions weigh, and will continue to weigh with me during my attempts to get my Bills passed through your Parliament. I shall always be pleased to consider any suggestions you may make for the modification or improvement of my Bills, if you will point out in which direction modification appears to you to be required. For the present, however, I am only ooncerned to pnt myself right with you upon a point as to which you are under an evident misconception. I am, &c, D. Dk Castro. Wellington, 13th June, 1891.
