Tho Times has an artiole stiting that Mr. Parnell declares that if Mr. Balfour's proposal to allocate tho purohase money under the Irish Laud Purchase Bill, and apportion the value of the holdings is accepted, the Irißh land diflioulty is virtually settled; and also that Mr. Parnell praises the works being oarried out in Ireland at the suggestion of Mr. Balfpnr for the relief of the distressed people in that oountry.
