LORD KNUTSFORD OVERRIDES THE LOCAL GOVERNMENT. EXCITEMENT IN THE COLONY. [united press association.] (Received Maroh 21, 11 a.m.) London, 20th Maroh. Lord Knutsford haH introduced a Bill to enable the Imperial Governmont to socure a modus vivendi with regard to the Newfoundland fisheries, despito the refußal of the looal Governmont to oonsent to arbitration or give legal effect to the award of the arbitrators. The measure was read a first time to-day. This modo of ooercion is causing some exoitement in the colouy.
