Bt TeliEqraph.J [tjnltjsd pbess association.] Auckland. 29th April. News from Samoa is to the effect that business in Apia is at a standstill. The warship Adams left that port on the 19th inst. to meet the San Franoisoo mail steamer and bring on Mr. Sewall, the newly-ap-pointed United States Consul-General to Samoa. It is the intention of tbe natives to form a canoe procession on the Adams' arrival in Apia, and give Mr. Sewall a hoarly reception. Tho Berlin Treaty was assented to by the Samoan nation on the 19th instant, whon it was signed by Malietoa and tho three Consnls. Flogging has been introduced into Samoa by the King, and during this month a notoriouß thief was publicly flogged in the presonoe of a large body of natives and white men, including the American and German Vice-Consuls.
