Tho Corporation have given thotrs, lot mo, bb arohitcot of tho structuro, state minp. In tho first placo, tho lino of tho building is not encroaching ovor tho anthomod surveyor's lino, but within saino ; tho allowed oncroaohment consists iv the base of 4 pilasters to the quay and 3 to Johnßton-strcot overstepping the lino 4} inches, and these in all only meaauro a width of 21ft out of a total frontago of 137 ft. I am propared to challongo a large per centage of tho bnildinps of tho oity having aimilur and more extenmvo ouoroachments. und to suoh an oxtent us to booomo a usage of tho place ; tho presont Corporation Offices aro a prominent example of overstepping tho atroot lino. The Corporation, from thoir uilontly pormittingforyoars past these projections, might surely in all tnirnoss have issued a public notice of their intention to rigidly forbid a oontimianco of samo, insteud of aa now waiting until an cxteneivo building is well on in coutho of erection, and then domand its being set back. The Corporation have gainod tho point by the publicity given to the matter, and surely they might abstain from oarrying out an act of porsooution. As regards the very out of place remarks made by ono councillor in referring to tho Union Steam Ship Company, I must say they are in no way to blarao for this circumstance If anyone is, it is myself, for ropcating what has boon pormittod to hecomo a custom in tho oity, and now for tho first timo found fault with.
