It is expeoted the Cabinet will oomo to a final deoision on Saturday. Mr Henniker Heaton, in a lengthy letter to The Times, says that a summary of tke 1 difficulty with Queensland is comprehended in England's treatment of New Guinea and the Mußgrave inoident.
