At the opening of the Reichstag the""'e *""' Emperor said ho hoped it would proceed by social and political legiilition to make increasing efforts to scours the peaos of Europe, tor he felt it wu incompatible with tho Christian faith and the duties of an Emperor to nrge war (even if likely to be victorious) without necessity. He alluded to the friendly attitude of England in oonneotion with the Zanzibar difficulty.
