A PROPOSAL FROM EX-GOVERNOE BOWEN. NEW DESTINATION FOR IRISH PEASANTRY. BT ELECTRIC TELEGRAPH— COPTRIGHT. [SPECIAL TO UNITED PBESB ABHOCIATION.] London, 26th December. J Sir Georgo F. Bowen has written a letter to the Times, in which he deprecate* Western Australia being given to a handful of emigrants. Ho advocates the adoption of Wakefield'g systom, and in the event of responsible government bo.ng granted to Western Australia, that a Jarge portion of the land revenue should be devoted towards promoting emigration. The Daily Telegraph protests against Western Australia being granted responsible government, and suggests that the Irish peasantry should be omigratcd there.
