Prorogation of the Imperial Parliament.

Tho Speech from the Throne, which was read by the Lord Chancellor, states that relations with foreign Powers are friendly. Mention is made of tho settlement of the Afghan frontier question, and the hope is expressed that the settlement will conduce to a lasting and durable peace in Asia. The pacification of Upper Burmah has been fully completed. Tho Egyptian Convention still remains unratified, but England's obligations to the ruler and people of Egypt will continuo to be carried out without change. The presence of tho British forces had secured tho blessings of quietude, and had supported the Khedive in his efforts to promote good government. The Speech announced the appointment of a Commission for tho settlement of the Canadian fisheries question, a- d refers to the ratification of tbo Anglo-Chinese treaty. The Speech mentions with singular satisfaction the assemblage of the first conference of representatives of tho colonies, whose debates were directed to many matters of deep and practical interest to their respective communities, all of which were conducted in a spirit of hearty co-operation, which would strengthen tho affection of, and tend to bind together tho various parts of the Empire. The grave depression of trado is alluded to, which, however, is stated to bo at presont less severe, except in the farming interest. Her Majesty trusts that the remedies provided for tho wants and troubles of Ireland will gradually and completely restore order, and encourage peaceful industry in that country. Reference is made to other measnros passed by Parliament, and the speech concludes by saying that Her Majosty is deeply touched by the expression of fervent loyalty of Her subjects throughout the Empire on the occasion of Her Jubilee, and trusts that she may be spared to continne to reign over a loving, faithful, and united people.
