Alluding to the exqoss of rovenno now being realised, the President recommends a, readjustment of taxation, bat would not change the present fiscal policy, and would continue to collect tho chief revenue by import duties. The mossago again urges I the suspension of silver coinage, and alludes to the significant increase in the gold export.
