BY ELECTRIC TELEGRAPH.— COPTRIQHT. THE RUSSIAN GOVERNMENT AND BARON MACLEAY'S PROJECT. THE BELFAST ELECTION. [special to united press association.] (Received November 6, 1 p.m.) London, 4th November. The Etheridge Reefs Company, with a. capital of .£70,000, is announced. Tho Russian Government consider that Baron Maoleay's proposal to establish a Russian colony in New Guinea is impracticable. The Liberal conference which ia being held at Leeds has expressed confidence in Mr. Gladstone. The disputed election for Belfast West Division, and for which Mr. J. H. Ifaslett, Conservative, was elected, has been decided in favour of Mr. Thos. Secton, Nationalist, who ia thereforo elected. Mr. Hewitt ha 6 been elected Governor of the Stato of Newjj York. Mr. George, who contested the office with him, obtained 67,000 vote 3.
