It has been suggested at Home to establish a steel foundry in Australia. In a paper read before the Colonial Institute by Sir George Bowen, ho expressed tho opinion that colonial autonomy would end in separation, unless a common Imperial Council was established. He considered that federation proposals ought to emanate from the colonies. A Consulting Council in London should be the first step if the colonies desire it. It was incredible to suppose that the Australian Colonies would contribute Imperially uulesa they were permitted to havo a voice in an Imperial Congress or Reichstag.
