W. B. Dalley, At-torney-General, suggesting that united indemnification against all losses inflicted upon persons, and by seizure of supplies or coal by an enemy's cruisen should bo guaranteed by all the colonies. This memorandum was despatched by Mr. Dalley on the advice of Admiral Tryon.
