PROCLAMATION BY THE PORTE. FURTHER DISCLOSURES BY ARABI'S FACTOTUM. [beuteb's telegrams.] Cokbtaxtinople, sth September. A proclamation has now been issued by the Sultan, declaring Arabi a rebel, and exhorting the Egyptian people to obey the Khedive. AiiEiiKDBU, oth September. Arabi's factotum, Fehmy, who waa recently taken prisoner, has revealed to Sir Garnet Wolseley the exact position and strength of the enemy at various point*. The quarantine, which was in force at Suez for vessels from Bombay, has now boon removed.
