I UKUTEIi'S TELEGRAMS. J Melbotjene, 2nd November. Jt is announced that Mr. Higinbotham has deolined to accept the ieat on the Commission of Inquiry into the working of the Education Act. Sir Archibald Michio has been appointed Chairman in place of Mr. Ormerod, who was originally nominated to tho position. The Overland Telegraph line between Adelaide and Port Darwin is interrupted.
