The City Counoil meet fortnightly, and paß3 money for payment. Sometime previous to the sittinj? of the Connr-il, some of the contractors in this city go to bankers, hotelkeepers, ar.d monev-leriderß, giving thorn an order on the money passed. These orders are put into the secretary's office, and money, wh : ch should go to pay the working men. is handed over to thfse money-lenders.
