ABBEST OP MIDHAT PASHA. THE CONDITION OF EUSSIA. THE CZAB'S INTENTIONS. THE HEALTH OF ME. GLADSTONE. Constantinople, 19th May. Telegrams have been received by the Government from Smyrna to the effect that Midhat Pasha was arrested to-day, the French and other foreign consuls having refnsed to afford him an asylum from the Ottoman Ministers of Justice. St. Petebsbtjrg, 19th May. General Ignatieff, who was recently ap--pointe'l Minister of the Interior, has issued a circular with reference to the intentions of ilia Imperial Majesty the Czar in connection with tho present internal condition of Russia. The circular statdfl that every effort will bo made to extirpate the spirit of rebellion among the people, to strengthen the religious faith and the morals of the peasantry, and to lessen their burdens. The aristooraoy generally extol the termß of General Ignatieff's circular. London, 19th May. The Bight Hon. W. E. Gladstone is recovering from his recent indisposition, and'it n&V able tb transact business.
