In the course of the debate the Right Hon. W. E. Gladstone made a speech, in which he said the Government attached Its fortunes to the Bill, and would strenuously oppose any amendment which might be proposed affecting the principles of the measure as introduced. After deliberation, the Ambassadors have unanimously decided to reject the stipulations of the Porte, and the hitter has been urged to withdraw them. St. Petebsbubo, 16th May. General Ignatieff has been appointed Russian Minister of the Interior, in place of General Loris Melikoff, resigned.
