THE £25,000. TO THE EDITOR OF THE EVENING POST.
Sir — It was denied at the meeting of last evening that the Parliament had expressed any emphatic or decided opinion upon the subject of the diversion of loans issued for Bpecial purposes. Will j?ou kindly publish this clause from the Municipal Corporations Amendment Act, which waa inirxiueed by Mr. Hutchison last session, and which is now the law of the land : — "8. All moneys raised by Bpecial loan, and moneys belonging to the borough, which are appropriated for special purposes, shall be paid into separate accounts at the bank where the borough fund is kept. Such accounts shall be called by the names of such special loans and special funds, and shall not be expended or drawn out of such accounts, except for the Bpecial purposes to which such moneys have respectively been appropriated, or are intended to be appropriated." This clause was spec : ally drawn to prevent the recurrence of ench transactions as the " transfer" of our drainage loan, and should we not stultify ourselves, or would not the Parliament stultify itself by undoing what we appealingly asked it to do last session. I am as strongly in favor of the Te Aro reclamation as any man in this oity, not excepting Mr. Hutchison himself, but why not face the question fairly and carry out the work under the terms of the Te Aro Reclamation Act, 1879, which ths Parliament kindly passed for us again at our earnest solicitation. We seem to be yawing about like a ship in a storm, as if we ourselves didn't exactly know what we want. Let us put our accounts square, which the £25,000 will enable us to do, and then we shall be in a position to discuss the Te Aro reclamation or any other question in a wholly free and un"fßttered manner.
