He denonnce3 the clauses of the bill providing for the making of grants to facilitate emigration. A bulletin issued this morning reports that tho Earl of Beaconsfleld has had a sovere attack of spasmodic broathing, but has sinoo been greatly relieved. St. Petersburg, 11th April.
