RUSSIA AND THE NIHILISTS.
THE BOER TERMS OP PEACE. SENDING A LOADED PISTOL TO A CABINET MINISTER. THE PRINCE OP WALES AND THE NEW CZAR. MR. GLADSTONE AND THE DAILY TELEGRAPH. | SPECIAL TO MELBOtTENK ARGUS. | London, 22nd March. Russia has appealed to several European Governments to assist her in crushing the organisation under whioh the use of infernal machines is increasing seriously. A seditious speech recently delivered by Mr. Dillon, member for Tipperary, is engaging the attention of the Crown law officers, with a view to a prosecution. In the negotiations with the Boors, which have been drawn up, it is stipulated that both sides shall restore the arms and property taken during tho recent conflict. The independence ot the Transvaal is granted, subject to certain conditions. British garrisons are to remain in tho Transvaal, but without interfering with the internal government. Captain Elliott's murderers are to be delivered up. The Boors admit the suzerainty of the Queen, and have agreed to disperse if permitted to enjoy self-govern-ment, control of foroign relations being reserved to the British Crown. 23rd March. The Boers who were armed against tho British have been disbanded. English newspapers aro divided in opinion as to the terms of peace which have beon arranged. Mr. Gladstone intends taking a yachting cruise during Easter. Sir William Harcourt, Secretary of State for the Homo Department, has received a box containing a loaded pistol. General Wood will remain in South Africa to command the forces. General .Roberts and the greater portion of the reinforcements have been recalled. The Emperor Alexander 111. has foreshadowed hia intention to bring about certain reforms in Russia, which will have tho effeot of ameliorating the condition of the peasantry and lightening tho burden of taxation. It is well-known that a friendship exists between the new Czar and the Prince of Wales, and it is considered that this will contribute to more cordial relationship between Russia and England. Mr. Gladatonp, who has given evidence in the action brought by Mr. Lawson against Mr. Labonchcre, has repudiated all knowledge of the Negropont affair, and stated that the Daily Telegraph never apologised to him in reference to it. 28th March. The Prince of Wales, acting on behalf of her Majesty, will confer tha Order of the Garter on the Emperor Alexander 111. of Russia. The Grand Dnke Wladimir, younger brother of the Emperor of Russia, will act as Regent until the new Czar's coronation.
