Intelligence has been received from Natal that the negotiations between the Boers and Sir Evelyn Wood have had a satisfactory result. The Boer leaders have now given a general consent to the conditions of peace laid down by the British, but have, however, reserved a few points for further consideration. St. Petersburg, 17th March. From a semi-official source it has been ascertained that it is generally understood in Russian Court oiroles that the Czar Alexander the Third will follow the late Emperor's policy of reform and his efforts in the direction of maintaining the peace of R ussia
