[REUTER'S TELEGRAMS.] Constantinople, 17th March.
Definite information has transpired regarding the results, up to the present time, of the negotiations which have been proceeding during the past three weeks between the Ambassadors of the Powers and the Ottoman Government, with a view to determine the Turco-Greek frontier question. It ib now known that the Porte recently offered to cede Thessaly to Greece, bnt the European Ambassadors we're at once unanimous in declining to accede to the arrangement, declaring that the proposed transfer of territory was totally inadequate to satisfy the legitimate demands of the Greek Government, and the provisions of the Treaty of Berlin. The Porte thereupon expressed its willingness to cede the Island of Crete to Greece, but absolutely refuses to surrender the province of Epirus, which it was provided by tho Berlin Treaty Bhould be part of the extended Greek frontier. It ia not yet known what reply haß been returned by tho Powers to this laßt proposal of the Porte. London, 16th March. Throe per cent, consols have risen oneeighth, and are to-day quoted ab par. The market rate of discount has risen from 2£ per cent, to 2f per cent. The Bank rate remains unchanged at 3 per cent. New Zealand securities are without quotable change. At the wool sale to-day, 4700 bales were offered. The tone of the auction was firm. The House of Commons to-day voted the grant of £5,000,000, which is to be made to the Indian Government as England's share of the cost of the last Afghan war. St. Petersburg, 16th March. It has been discovered that the palace which was occupied by the Emperor Alexander 111., when Czarewich, is undermined, and sappers ore now searching with the object of ascertaining whether any explosives are concealed in the passages.
