• ? TO THE EDITOR OF THB EVENING POST. Sir— Macaulay, in hie History of England, after showing with what ease and absence of dire after-effects, the encroachments of governing bodies could bo met by physical force in the paßt, and how terrible the results of such a courso would be now, goes on to say :-— "As we cannot, without the risk of evils from which the imagination reooils, employ physical force as a oheok on misgovernment, k^'ifc is evidently our wisdom to keep all the constitutional chocks on misgovernment in the highest state of efficiency ; to watch with jealousy tho first beginnings of encroachment, and never suffer irregularities, even when harmless in themselves, to pass unchallenged, lest they acquire the force of precedents.' In my opinion, in view of the recent action of tho City Council in connection with Carter's case, tho above quoted words have a special meaning for the ratepayers of the City of Wellington.
