In the House of Commons to-day, Mr. Gladstone made a statement announcing that negotiations had again been opened between the Cape forces and the Basutos for a termination of hostilities, and that a prolonged armistice had therefore been declared. It is announced that Major-General Newdigate will accompany Sir Frederick Roberts to the Transvaal. Consols are unchanged at 99|. The total quantity of wheat afloat for the United Kingdom is 2,240,000 quarters. Australian tallow— Best beef has deolined to 32s 6d, and best mutton to 36s 6d per cwt. Five per cent. New Zealand 1889 loan, 110; 4i per cent. 1879-1904 loan, 97*. Beßt Scotch pig iron, No. 1, free on board in Clyde, 50s. At to-day's wool auction, 7500 bales were catalogued. The tone of the sale was firmer. Colonel Sir Evelyn Wood, who temporarily commands the British troops in Natal, has been appointed a Major-General. sth March. After two days' debate, the House of Lords has, by a majority of eighty-nine, adopted a motion brought in by Earl Lytton, in favor of the retention of a British force in Candahar. In the House of Commons to-day the Irish Arms Bill was read a second time. The Coercion Act has been declared to have force in nine counties in Ireland, whioh have been most disturbed, and owing to the fear of arrest, a considerable exodus of Leaguers and other agitators is taking place. Washington, 4th March. General Garfield was to-day inaugurated as President of the United States with the customary ceremony.
