(Jolony— in such eases, it may fee Wall to explain -what Has actually been done. No " compensation," in the strict sense of the term, has been paid. The disaster waa proved to be a pure accident, which could not have been reasonably foreseen, and in regard to which not the slightest blame attached to any officer of the Government. Consequently no legal liability for compensation existed, and no claim on thiß head was entertained. But, on the other hand, seeing that several of the sufferers were reducedto destitution, either through their own injuries or through those of the family breadwinner, it waa thought only right to grant a compensation allowance in cases of particular hardship and distress. This and this alone is what has been done in the present instance.
