Is this getuuff-from the North, or is he one of the defunct P.H.G. of olden times, suddenly; Sprang into" life and* pitting himself - against men such as Mr. Blackctt and our City Engineer, Mr. Baird?. Councillor Maginnity that a water supply which is to cost the ratepayers of Wellington .6130,000, and is understood to be a sound, substantial undertaking as far aB it has gone, is not to be tampered with to suit every erratic genius who wishes to make a pot of money ont of a contract of the oheap and nasty style. Now, sir, I maintain that if Councillor Maginnity had tho interests of the ratepayers as much at heart as he would fain make us believe he has, he would have made it his bnsiness to have seen into tho matter before, and not after allowing the intending contractors to spend their valuable time and money over their tenders, suddenly rush upon the sceno with the claptrap and nonsense of last night. It is really too thin. I sincerely hope that tho City Council will not allow themselV' s to bo influenced by any contracting element either outside or inside of the Council Chamber, but that they will do their duty to themselvoa and those they represent, and have nothing to do with experiments at the ratepayers' expense.
