TO THE EDITOR OP THE EVENING POST. Sir— -I see in your report of Thursday's meeting of the City Council tho following words ascribed to the Mayor :—": — " Unfortunately, the Council had not much control over the Hospital expenditure. The doctors ordered what they thought necessary, and the Council had to pay the bill." This means that the cost of the Hospital is ascribablo to tho honorary medical staff. I venture to say that the cost of the Hospital is due to quite different causes, and its efficiency, as far as it is efficient, is due solely to the medical staff. If any member of the honorary medical staff ordered "Anti-Fat," or any other patent medicine, he should bo charged with it<* cost. I have officially suggested to the City Council to ask Dr. Skae, Inspector of Hospitals, to report on the management of our institution. I venture now to urge on you, in the interests of tho pick poor, that Dr. Skae should be commissioned to reorganize the Hospital It is quite clear to me — Ist. That a groat deal of money is unnecessarily expended. 2nd. That commensurate advantage is not obtained for the expenditure. 3rd. That no one but an export can put the institution on a satisfactory footing. 4th. That the City Council rnado a fatal mistake in increasing the salaries of their servants when they took over tho hospital. sth. That tbe City Council is, as a body, eminently unfit for exercising the functions devolving on it in this direction, because open to pressure on every side, and without that decision of character and familiarity with details which begets energy of administration and economy in management.
