THE GOVERNOR'S SPEECH.
It is rumored that fn order to defeat what is understood to be the Opposition plan of operation—namely, to table a vote of no confidence immedieitely after the opening of Parliament and before Ministers could bring down any of their measures — it is the intention of the Government to use the Governor's speech as a vehicle for placing their policy before the House. It is said, therefere, that the viceregal speech on this occasion instead of being confined to the usual unmeaning platitudes, will embody a complete ' and
exhaustive statement of the Ministerial policy on all the main questions of the day. Tho object of this astute move is of course to be able to claim a dissolution in tbe event of a defeat on the no confidence vote, to which the Ministry would not be entitled, unless they could show that they were liefeated on then: poh'cy, instead of merely on a vote of no confidence in them personally.
