At the recent meeting of the City Council some correspondence was read, from which it appears that Mr. Napier Bell' proposes, unasked by the Drainage Committee, to confer with Mr. William Clarke as to the drainage scheme for the city. Some members of the Council very properly objected to Mr. Bell having anything to do with the matter, as they desired to have an absolutely unbiassed and independent report from Mr. Clarke.
