Ladies and gentlemen— Having beon requested by numerous ratepayers to offer myself as a candidate for the representation of Cook Ward, I beg to give you a few remark* with regard to my opinions. Un not good at speechifyng, but I can assure you that should you return me as your roprosentative, I shall devote my utmost energies to servo you and in doing so, myself, since our interests are identical. It would be my duty to see that all matters before 4 the Council should be discussed in a dispassionate manner. On general matters I mny say that I am strongly in favor of the drainage scheme as proposed by Mr. Climio, also of the reclamation of the To Aro foreshore ; but I should strongly oppose the expenditure of the ratepayers' money in the extravagant venture of erecting a town hall. The roads and streets in Cook Ward I should do my best to have placed in proper passable repair, and where nothing but mud and swamp now exist, to replace them by good metalled ways. It also appears to me that the city is not sufficiently lighted, and I should be in favor of having an additional number of Corporation gas-lights, and having others erected in many dangerous parts of this city. j 1 havo purposely abstained from holding any j meetings either in my own or any other licensed houso. I have heard it reported that I have entered this contest with the view of dividing the votes, but I deny 6uch an accusation, and am "goinsr in" solely "on my own bottom, and paying my own expenses." Having plenty of time and means to devote to the interests of Cook Ward and the city generally, I shall be prepared to study the interests of the burgesses. — I am, kc, N. B. Gbntlbmbn— I ag%in ofior my services as a Councillor for your Ward, and although during the last few months tho Town Council has witnessed most persistent and unreasonable obstructiveness, there ha*, I think, been substantial progress made. The Town Belt question has been so settled that, while the rights and privileges of tho citizens to their magnificent and invaluable domain are secured, a most liberal rental has beon obtained for the sections. In the matter of tendering for public works, the Council, to prevont collusion and dishonest tendering, has expressly stipulated that in all cases the deposits must consist of a substantial percentage of the contracts; that thoy shail consist either of cash or bankers' marked cheques, and shall be forfeited in case of failure to accept. The Council has also resolved that, in all important matters, no individual member shall act officially without the full knowledge and concurrence of his colleagues, and that all business and correspondence shall psss through one office, so that there shall be a full public record of all transactions. I hope no amount of special pleading will ever induce the Council to forego those guarantees of safety. 1 am sorry that so little progress has I sen made towards effoctively draining the city; something must promptly be done, on a largo scale, to keep pace with tho city's progress. It is very much to be regretted that the new building regulations, which ought to have been in operation in June, are not yet put in force, owing to the cause I havo stated. I consider brick party walls, in the centre of the city, essential almost to its existence, and (if elected) will never rest till this is done. And I would also endeavour to place the city expenditure on a more systematic footing, basing it on the current revenue, and attondiug primarily to the most pressing and really important wants, instead of by mere clamorousness obtaining the lion's share.
