SPRINGS COUNTY COUNCIL
MONTHLY MEETING HELD
The monthly meeting of the Springs County Council was held yesterday, at which there were present Crs. J. S. Simpson (chairman), P. V. Bailey, A. E. Payne, J. Woods and C. H. Watson.
The chairman, referring to the | finances, stated that the month's paysheet was about £540. There was a credit balance of £948 before i meeting the paysheet, which would leave a credit balance of £400 plus heavy traffic and highway payments. It would seem quite safe to anticipate a credit balance of £400 for the year's work. Early in the new financial year there would be two big payments to be met, one on the truck and the other on the grader. On present conditions it seemed as if next year's rate would be about the same as this year. Mr Dempsey, chairman of the Greenpark sub-committee of the Home Guard, applied to the council to provide lamps at the school grounds for lighting purposes for Home Guard parades. There was a pole available in the grounds. Application was approved provided suitable arrangements could be made.
Formal resolutions were carried regarding the raising of a loan of £4000 for the rural housing scheme, also for the granting of two applications for loans under the scheme.
The clerk, Miss P. J. Porter, reported that the receipts for March totalled £2670/18/5. Riding balances were: Springston cr. £775/16/-, Greenpark, cr. £101/12/4, total £980 6/8. Accounts amounting to £549 2/4 were passed for payment. In a circular to all local bodies, dated March 10, the director of the National Service Department referred to enlistment in the Home Guard of workers in essential industries. The director stated that it was still considered that in the service of local bodies and public utility corporations there would be employees whose work might not be of such a "key" nature as to make it imperative that their services should be available during an emergency for their usual work. Such might be permitted to join the Home Guard. On the other hand, there was a large proportion of employees on local bodies and pubjlic utility corporations whose services were essential to the running of the particular public service or utility in an emergency. They must be regarded as "key" men. It was now directed that these men must not be attested and enrolled in the Home Guard —they might enrol in the E.P.S. organisation provided they could be posted to a unit that would, in any case, deal with their particular utility, but they must not enrol with the Home Guard. If any such were already enrolled, they must be released forthwith.
Overseer's Report
Mr F. Greaves reported that the day-men cleaned Bartley's, Chamberlain's, Stbddart's and part of Hudson's road drains. The weedcutter worked 10 days in the bottom end and work in the top end of the L.I and 2 rivers was proceeding. The bridge over the Leeston road drain, leading to Mr Godfrey's was repaired. Part of the road below the Selwyn Huts -and the lower end of Hudson's road were reformed and levelled by the power grader. This had worked 20 days, six days grading on highways, eight days on roads in the Greenpark riding and six days on roads in the Springston riding.
