THE WAR SPIRIT IN JAPAN. Shanghai, March 21. The Chinese sronts report that the Jupsneee are close to Kincbow. The Chinese are preparing to make a stand at the Shabo River. The Japanese are blockading Tarasui m Formosa. Tokio, March 21. Owing to the intense war spirit prevalent it is feared that the peace negotiations which brtgan at Shiramonosaki will result f rnitles*ly. A resolution has been tabled m the Japanese Par.iaraent to <he effect that the time for peace negotiations hat pot vet arrived. " A JAPANESE REFULSE.
