JAPANESE FIGHT WHITE SLAVERY.

This information is grateful to many Japanese, it nj said, who regret that there are still 41 prefectures that have made no move in this matter. The agitation against white slavery, we learn from the lokyo Japan Advertiser, has persisted tor seven years in Nagano, the fifth pieteo ture approving the relorm. V. , The first petition ,it seems, received only 1 000 signatures, hut that of last year showed (50,000 signatures on re (•o'tl. The population ol the prelecture of Nagano is 1,600,000. So, as this Tokyo daily points out. there is a signature rougli'y speaking from eveiv fifth house. At r Isoo A he, leader of the I/ahoi Party in the Imperial Diet, attacked regulated prostitution as it exists in Japan, we read, not on the ground ol morals or health, hut because it is a form of slavery. Iho Japan Advertiser endorses this Lahorife for producing the real argument against legalised prostitution, which is the “foundation and shield” ol the White Slave Traffic. Without legal protection, it avers, the system would collapse. Kven if it i.s claimed that.the system keeps the streets clean, because those seeking vice must go into the segregated districts, The Japan Advertiser points out that this advantage is gained by “throwing the sanctity of the law over the virtual enslavement of (50,000 wo men." The advantages of segregation, it declares, arc “clearly bought at such a humiliating price. _____
