BRITISH AND FOREIGN. (From Exchanges.) London, January 19th. The total quantity of wheat afloat for Great Britain is 2.000,000 quarters. Washington, January 20th. A largo meeting of Home Rulers has been held, at which, on the motion of The O’Donohue, a vote of sympathy was passed with the Irish peasantry in their intense distress, and in their resistance to the landlords. A resolution was adopted at the same meeting binding the Home Rulers to retain an independent attitude in Parliament.
The Earl of Beaconsneld is ill with broil' chitis.
By explosions in the Hartley mines at Newcastle, IdO miners have been killed. It is understood that the Home Eulers in the House of Commons have resolved to prevent work during the present session, with the object of obtaining increased attention to the state of affairs in Ireland. A terrib'e explosion occurred to-day at Leycett colliery. Staffordshire, by which 79 miners were killed.
Cardinal M'Closkey’a enthusiastic support of Mr Parnell has given umbrage at the Vatican. The Pope is suffering from severe nervous irritability. A resolution to vote to the Irish Distress Fund half a million dollars by Congress was referred to the Committee. Germany founds convict colonies in the Southern Islands.

The latest news from Afghanistan states that a force of 20,000 armed men, chiefly Ghilzias, is advancing on Oabul. General Roberts telegraphs that it is necessary to maintain a strong British force there.

The distress throughout Ireland is increasing, and universal appeals are hoing made.
January 23rd. Mr Bassev read a paper before the Bradford Chamber of Commerce on the Colonial Empire. lie commented on the value and great increase of trade, and spoke of the Colonies as a splendid field for the labourer and small capitalist. He condemned the remission of Kilobaud in not providing for the defence of the Colonies. Coaling’ stations were urgently required, and also dock accommodation. He euhmised the recent action of Victoria in providing for defence, and advocated a Federal Council, composed of delegates from England's Colonies. January 24. The Queen has approved of the appointment of .Sir William Robinson (brother of Sir Hercules), late Governor of the Straits Settlements) to succeed Sir Harry Ord as Governor of Western Australia Austria exhibits very largely at the Melbourne Exhibition.
There is a serious deficiency in Russian wheat crops. At New Yoik on the 26th instant, Mr Parnell, M.l’., the Irish agitator, made a violent speech, in which ho denounced tho formation of Irish relief funds, because they would not afford aid to rent defaulters. The latter, he said, claimed a separate nationally, and the landlords must therefore give way.
