London, April 25. Sir W. V. Harcourt, Chanoellor of the Exchequer, deliverod hia Budget speech today. Hβ stated that the actual expenditure amounted to £90,375,000, and the actual Lteoeipts to £20,0C0 moro. The estimated expenditure was £91,-ICI,OOO, and the revenue £tJ9,590,000. It was proponed to Bubstitute a shilling tax on contract notes for adhesive stamps on foreign and colonial securities. The Radical press complain of tho absence of death duties and graduatod taxation.
