It does not appeac to be generally known th;it it is contrary to the by-laws of tho borough, that cumo into force on June Ist, to back a cart against the kerbing of a footpath for convenience of loading or unloading. Tho streets of Napier are narrow, and when two carts are backed against opposite pavoments iv Emerson street, traffic is pretty well blocked. In view of His Worship the Major bringing up the question in Parliament of the employment of the police for the enforcement of the bylaws, the laws and regulations governing this borough should be more studied than they are now. No one having merely an elementary acquaintance with them can walk from the Criterion Hotel to the post office without detecting some ono acting in defiance of them. But tho police keep marching on, and it is quite time somebody moved in Parliament that this body of men be given something to do.
