It could never have been anticipated that the ratepayers of a borough should be saddled with a larger rate than was necessary, simply because the orders of the Controller had been disobeyed, or not yet complied with." Then again, the AuditorGeneral declined to accept the balance-sheet because it contained no sinking fund account. The explanation to that is that " the sinking fund account for the year ended March 31st, ISiJO, being iv precisely the same position as it stood in 1889, was left out of the present bal'iuco-sheet by a distinct order to that cf? ct from the Auditor-General's Department." There hiis been no roply to this letter, but tho biilance-shuets have been returned uncertified to. It remains for the AnditorGeneral to take what action he pleasas.
