London, July 8

Ninety Bow Street constables havo been reported, and forty have been suspended, for refusing duty on Saturday. Mr Raikee declines to recogniso the Postmen's Union, anl the delivery of letters has been delayed. The final decision as to striking will be come to to-night. Tho telegraph clerks stopped working overtime on Saturday. The dock clerks are striking, as thoy allege they are worse paid that the dock laborers, PANAMA CANAL. Colombia is favorable to the granting of an extension of time for the completion of the Panama Canal.
