Tho following is a copy of a circular that is about to be sent to the Resident Magistrates at the principal town in each provincial dihtrict:—■" Colonial Secretary's Office, Wellington, 4th November, USS9. Sir,— By way of ensuring an intelligible and uniform course of action in tho issue of totalizator licenses tbo Colonial Secretary desires that in reporting upon applications for permission to use tho totaliaator you will inform him whether tho club apply-

ing for tho license ha? complied with the "rules of racing" adopted at the conference of metropolitan clubs held at Wellington in August last, a copy of which is enclosed. To that conference all tho lctding Jockey Clubs sent delegates, and tho rules then adopted, after moat careful consideration, must be assumed to faithfully set out that which the representatives of the principal clubs throughout New Zealand considered most desiraile iv tbe interests of racing. For your information, tho Colonial Secretary states that licenses will be issued on the following conditions only :— (1) The programme of the race meeting for which tho totalisator is requested must have been approved by tho committee of the Metropolitan Jockey Club of tbe district. (2) The use of tho totalisator will not be allowed to any club at more than fivo meetings in tbo year, nor to any club holding more than three meetings in the year unless an average of at least £500 per diem in stakes is given, nor to any club holding three meetings in the year unless an average of at least £400 per diem in stakes is given, nor to any club holding two meetings in tho year unless an average of at least £200 per diem in stakes is given, nor to any club holding one meeting in the year unless a sum of not less than £100 per diem is given. (4.) Every license granted will bo for a specifio occasion only, and not for a whole year. As it is desirable to discourage any increase in the number of racing clubs you will be good enough when forwarding any programme to the Colonial Secretary to draw his attention to the fact if it emanates from any otub which has not

heretofore been iv existence. The Colonial Secretary will consider, apart from the provicious of the circular, the case of any club which has received entries for any race meeting prior to the date of its issue. You are not called upon to make any distinction between the various forms of horse-racing. —I have, &c, G. S. Coorun."
