London, November 10. Lord Salisbury, in his speech at the Lord Mayor's banquet at the Guildhall, said the election of General Harrison as President of the United States annulled the Sackville incident, which was merely a piece of election tactics. He considered the peace of Europe was now assured. With reference to Africa the Prime Minister gave it as his opinion that tho condition of affairs at Suakim proved it was impossible for the Powers to evacuate Egypt.
